Program Notes |
| The Arts & Crafts Movement began in England and
Europe in the latter 19th century and took hold in the USA in the
dawn of the 1900’s. As much a philosophy as a style, the
Arts & Crafts Movement revolted against the decline in craftsmanship
and design as “the machine” pumped out cheap mass-produced
goods for the ‘working class’. |
| Arts & Crafts proponents believed
that good design could be affordable and available to all, while
respectfully using
the skills of the artist, designer and worker. The style tended
to use natural materials, motifs from nature, and hammered and
applied design
elements that evolved from the function of the piece. |

Arts & Crafts
Jewelry has not been the subject of much published research,
although it is collectible. Jo Ellen
has put together some fascinating original material, and even
those who are not in the personal property discipline will be
astonished at the beauty and variety of these works of art. Their
relative affordability will not last long, so come to this program & get
in on the ground floor!

Jim Hill, Candidate
member in personal property, this year celebrates his 40th Anniversary
in the antiques
business, operating Treasure Trove antiques from the same
location at 3538 University Avenue, just east of Interstate 805.
While
the store has a fascinating variety of antiques, including rugs,
Orientalia, china, glass,
dolls, and collectibles, from the beginning Jim had a special
interest in coins, and he is a nationally recognized numismatist.
Jim and his wife Martha have traveled all over the world doing
shows and meeting new clients. |

|
In addition to his appraisal
and estate sale activities, in the 1970’s Jim started
an auction service, which today is thriving, with regular auctions
at The
Scottish Rite Center in Mission Valley. The next
one is on Sunday, February 8. Check out the over 450 items,
with consignments
from England, Hollywood, Kensington and Mt. Helix estates,
at www.treasuretroveauctions.com.
Jim Hill is also an accomplished singer. (He is to be heard,
and seen, at a dinner show production at the Westgate Hotel on
February 19th ). He is planning to soon get his ASA designation,
and possibly assist in preparing a new Numismatics exam. He
gave the Chapter a terrific program on his specialization in
2003 and ASA San Diego is honored to have him in our 'family'. |

Happy New
Year! |
| On behalf of the San Diego Chapter Governing
Board, I wish all of you a healthy, prosperous and fulfilling New
Year! |
| The Year 2003 could be painfully summarized with
the words of James Taylor: "I've seen fire and I've seen rain...." There
have been many disasters and many close-calls, and the awareness
of the importance of insurance appraisals is just beginning to
set in. Many of our Chapter Members will become involved in the
resolution of insurance claims in the months ahead. |
The subject of uncertainties (and
also the larger issue of inner peace) is well addressed by the
Greek philosopher, Epictetus (A.D. 60?--117?), who wrote: "Men
are not worried by things, but by their ideas about things. When
we meet with difficulties, become anxious or troubled, let us
not blame others, but rather ourselves, that is: our ideas about
things." While decidedly Stoic, his words remind all of
the importance of our attitude toward what cannot be controlled.
|
| In the realm of what can be controlled,
the year ahead offers us all opportunities to serve, to learn,
and to strengthen our professionalism. Attending the monthly San
Diego Chapter Meetings is an ideal way to help achieve all of the
aforementioned objectives. For those who have not been regular
attendees of our meetings -- come join us, and enjoy the opportunity
to network with your professional colleagues! |

I send you all my best wishes for
a glorious New Year, for all good things for you and your family.
Since that evening in 1976 when I wandered into a San Diego
ASA Chapter meeting, I have over the years grown to count so
many
of you as friends, far more than just professional colleagues.
We may not, it is true and to be expected, ALWAYS see eye-to-eye
on this matter or that, but the nature of the shared professional
standards breeds a respect, if not total agreement. What
would the world be if people you respect always agreed with
you????
Pretty dull, and no one would learn anything. The cross-fertilization
of specializations, interests and methods has always given
me something to take home, to think about, and to improve my
practice
and my career. |
I always meet a new candidate
or attendee at our meetings with the same thought – “You
will learn something useful here, and meet some wonderful interesting
people – what an opportunity you have before you!”
|
| This year is one of expansion.
Into the Internet, into more marketing of your services to potential
clients, into seminars with attorneys, bankers and other professionals
who need your services. This year, when you see that “Chapter
dues” part of your ASA membership fee, you will finally
say “its worth it!” |
| The San Diego Chapter has long
been a leader in the ASA community. We might be small in numbers,
but our members are exceptional professionals, people who are
the ones chairing the discipline committees, the ones giving
talks to other professionals, the ones sought after as experts.
I congratulate you all, and look forward to seeing you at meetings. |

Charitable Donations
in the News |
| What is
it Worth? Congress Questions Value of Donated Items ...
This was the title of a New York Times News Service article
in a recent San Diego paper. The gist of the article is that
the
General Accounting Office, the “investigative arm of Congress” finally
woke up and discovered that the fair market value of the many vehicle,
boat & art donations made to charities, is much higher than
the actual selling price – particularly if the item is simply
thrown out the back door to a liquidation service. |

All appraisers doing a donation appraisal
with a value of items that collectively total more than $5,000
should provide their client with a signed IRS Form 8283 – the
form that requires the appraiser to make a declaration and include
their IRS ID#. Form 8283 also has a declaration for the Donee (charitable
institution) to sign if they dispose of a donated item within 2
years (Part IV, page 2 on the form), with instructions that the
Donee to file an IRS Form 8282 if they do dispose of the donation
within the 2 years.
It seems clear that the IRS, pushed by a Congress
hungry for funding, is going to begin cracking down on the practice
on the part of charitable institutions to solicit items for immediate
sale. For you appraisers to stay clear of any problems, it would
be prudent to inquire if the item is for use by the institution
in the normal course of their purpose, or if it is to be sold within
two (2) years. |
| Although the IRS requests a “fair market value” for
donation appraisals, if you know the item is going to be sold,
you might consider adding a “liquidation” value in
the appraisal or giving some thought as to whether or not you wish
to do the appraisal. This is not going to make you popular with
Donors, but on the other hand you have a responsibility to choose
the apposite value for the situation. Catch-22. The IRS can consider
someone an accessory to tax fraud with very little logic, and you
don’t want to get into what seems clearly to become a hotbed
of contention in the coming year. |

as no ruling from a tax court or the IRS on these matters has
yet been
cited.

| Paul Golubovs, ASA,
was the guest speaker at the November Meeting of the Certified
Fraud Examiners Association. Paul presented a compressed survey
of the ancient and modern problems of Art Fraud to a robust
and enthusiastic professional audience. |

San Diego Web Site - Coming Soon in 2004

The long anticipated
San Diego Chapter of the ASA will soon be a reality. After
long deliberation and consideration of proposals, the ASA San Diego
Chapter has contracted with Jan Giamanco of G-Force Services to “build” our
Chapter internet web site. Our professionalism, the importance
of an ASA designation, members’ specializations and activities
will be showcased at the site, with a referral request service
and links to member emails and web sites. This new dynamic web
site is free for our membership, part of our Chapter Public Relations & Marketing
service to our members. In the future the site will offer web
page hosting to our members who don’t yet have a web
site, for a very reasonable fee. |
| This is a great marketing tool for
the Chapter and membership. It is a reality that many potential
clients seek for professionals to meet their needs on the Internet,
and our Chapter site will greatly improve the visibility and accessibility
of our membership to potential, and existing, clients. The final
wording and details are being worked out, and it is expected that
the web site–SanDiegoAppraiser.org will
be up by the end of January 2004. |
